Cybergenic Systems, LLC is a Service-Disabled Veteran-Owned Small Business (SDVOSB) led by our CEO retired Naval Officer Travis “JT” Dill and Dr. P. Shane Gallagher. It specializes in learning solutions centered on cybersecurity training and workforce development. Cybergenic Systems, LLC is a Maryland based company.
Travis “JT” Dill is the CEO and Co-Founder of Cybergenic Systems, LLC. He brings 23 years of military experience and leadership to the organization. As a former Naval Cryptologic Warfare Officer he has extensive experience in leading hundreds of joint military and civilian personnel in conducting cyberspace operations in the defensive, exploitation, and offensive domains. His distinguished career included multiple tours over the span of 18 years at the National Security Agency (NSA) and U.S. Cyber Command (USCYBERCOM). Upon his retirement from the Navy, his compass directed him back to service and his continued mission of training and developing our nation’s service members. His top priority is providing cybersecurity training and mentorship to transitioning service members making a change in their careers into the cyber realm. Since 2018, he has been fundamental in designing and implementing the CyberVets program as the principle facilitator. The CyberVets program is currently sponsored by the Center for Medicare and Medicaid Services (CMS).
Dr. P. Shane Gallagher is the vice-president, Chief Financial Officer and principal consultant for Cybergenic Systems, LLC. His consulting work focuses on cyber operations training and evaluation, cognition and gaming, and learning technology standards. Dr. Gallagher provided independent developmental, evaluation, and quality oversight for the cybersecurity training portion of the $2B CIO Business Operations Support Services (CBOSS) for the Department of Energy. He has also provided support for the Department of Health and Human Services Centers for Medicare & Medicaid Services developing, implementing, and evaluating a pan government veterans workforce development program incorporating the National Initiative for Cybersecurity Education (NICE) Framework to train and facilitate the hiring of cyber security personnel. That program resulted in establishing the first federal agency as a DoD Skillbridge partner.
As a learning scientist and education specialist, Dr. Gallagher has supported the Department of Defense (DoD) Office of the Undersecretary of Defense Force Education and Training for several years. During this time, Dr. Gallagher helped develop and evaluate the Cyberoperators Academy Course (COAC) over three research and development (R&D) cycles and was the principal investigator for assessing the Advanced Distributed Learning Total Learning Architecture over its two cycles of R&D. Dr. Gallagher has presented keynotes, papers, and talks on cyber operations training development and evaluation for many venues including the National Institute for Cybersecurity Education (NICE) annual conferences, the National Institute for Standards and Technology (NIST) Risk Management Conference, the Institute for Operations Research and the Management Sciences (informs) Roundtable, B-Sides, International Industry Training, Simulation, and Education Conferences (I/ITSEC), and the National Geospatial Agency.
Dr. Gallagher has authored and co-authored several research papers, and book chapters in gaming and cognition, learning standards and technologies, and cybersecurity training. He has been recognized as a mentor for the National Geospatial Agency and his work has been recognized by the National Aeronautics and Space Administration (NASA) and the Department of the Navy.
